Rendered Audio Levels

Having rendered a mix with peaks of approx. -3db for a video piece, I find that the playback volume through a tv monitor is substantially below what is typical, as if the output needed amplification. Is this standard? Does the sound card factor into this?

The sound card most likely has it's own volume control separate from the mixer controls in Vegas.
