When I went to render something, I had to be connected to the internet because I didn't have the codec template? Do I have to do this for every different rendering settings? I bought this thinking all this would be included. And what's with the bundle plug-in effects with came with my purchase? Some, most are crossed out?

Can I activate VEGAS Pro offline?
VEGAS Pro (14.0 and later) cannot be activated offline. The following codecs require online additional activation the first time they are used in each version. Therefore if you connect your PC to the internet especially to activate VEGAS, it is recommended to also make short renders in these formats before disconnecting, if you anticipate using them:

This would seem to be different to the rendering issue and likely relates to a BorisFX plugin add-on. The extra BorisFX is limited to one FX, not the entire BCC suite - hence the red crosses on the unlicensed FX. Please see

about how to install your licensed BorisFX plugin without getting the unlicensed plugins showing. It's the same process regardless of the Vegas Pro version that is being used.
