You can't. MPEG is NOT an editing format. It's an archiving/delivery format. Vegas doesn't edit on I-Frames, and I'd be a little surprised if it ever did. Render to avi first if you need to be editing later, save the avi to a location that you can constantly access, and use that as your base footage.
