That setting for the most part only determins how Vegas handles resizing. If you're rendering to the same size, for example your source is SD 720x480 and you're rendering to SD 720x480, then that setting won't make any difference whatsoever.

If you have large images or HD material and you're rendering to a smaller frame size, then that setting determines how much care Vegas takes when resizing the images. Best will produce the smoothest images with the fewest artifacts, but will take quite a bit longer to do so. That's why the default is set to good as good will render faster than best in these situations. Most people want speed, and they're only willing to sacrafice speed if the image quality is suffering greatly.
