Rendering question

Hi guys,

A friend emailed me a video he rendered in wmv format (I stream them on the Web) but the bit rate he used was too low and I asked him to re-render it at 512 Kbps.

I just received it and it's over 700 Kbps now! I noticed that the file extension was wmv.wmv. So, it looks like he re-rendered his wmv -rendered video instead of doing another render from his .veg video file.

Questions:

1. Does it affect the video quality to use the already rendered wmv file rather than re-rendering the original .veg file?

2. Would that have anything to do with why the bit rate was way over the 512 I asked for? Or maybe he just reasoned the more Kpbs the better??!!

There is a bit of a language barrier with this person and it's especially difficult to communicate any techy info with him, so that's why I'm hoping one of you can help since questionning him is a last resort.

Yes. If he really did that, the results will be junk.

He probably just used the "next" preset in his encoding software that exceeded your 512K requested rate.
