I believe that the Noise Reduction plugin populates in Vegas Pro only if Sound Forge has been installed because Noise Reduction is a Sound Forge effect, not a Vegas Pro effect. With Sound Forge Pro 16 installed on my computer, the Noise Reduction VST appears in my Vegas Pro 20.

It may be the same with the Click and Crackle Removal VST as that VST is not a native Vegas Pro VST effect.

If you have 3rd party VSTs installed (e.g. iZotope audio effects), they are likely to be installed in either the Steinberg/VstPlugins or VSTPlugins folder under either (or both) C:\Program Files or C\Program Files (x86) folder. To get those 3rd party VST to work in Vegas Pro, go to Options/Preferences/VST Effects (tab) and use the Add Path button to link the relevant VST folder/s to Vegas Pro.

The Sound Forge Pro NR-2.0 noise reduction suite was a 32 bit Direct X plug-in, which 'may or may not' be compatible with 64 bit Vegas. Sound Forge Pro now includes a 64 bit version (also Direct X) of the NR-2.0 Noise Reduction Pack, which should run in VP if the 32 bit version does not. The NR-2.0 plugs are available through VP-16 in the "All" and "Third-Party" audio FX folders. I do not currently have a later version of VP available to investigate further.
btw, the NR-2.0 Noise Reduction Pack is only included with Sound Forge Pro .. which also includes iZotope's RX Elements noise reduction.. and basically has the same tools as NR-2.0 but in a VST format,
