Insert a Velocity Envelope and drop the velocity to -100%. This will only reverse the video; there is no way to reverse the audio in Vegas.

It's wierd that Vegas doesn't reverse audio. Sound Forge does it. However, Windows Sound Recorder will reverse audio. You could load your WAV file into it, reverse, then save uner another name.
