It's only free if you use it for broadcast use (where royalties are collected from the broadcaster) or personal use (home movies, personal website). Otherwise, you need a license from Freeplay which is not free. I called them up regarding use in training and promotional CDs, and they told me the royalty would be $85 per music clip (no more than 2 min playtime) for 1000 distributed CDs. Read their Terms of Use.

That's actually the free music library that comes with DVD Studio Pro.
