Here is a website -- an offshoot of the footagefirm.com -- that offers a selection of completely free to download and free to use clips:

On that same website, they offer DVD's of stock footage and now have some production music as well. These items aren't free, but are offered for a very reasonable price. I just ordered four discs from the music collection.
