ruler time format setting not saving

Every time I change the ruler setting in the video event fx tab from smpte drop 29.97 fps, video to the times and frame setting, as soon as the window is closed and reopened it just resets back to the smpte drop 29.97 fps, video. This has only just started happening today, does anyone have a fix?

There is no Ruler Setting in the video video event fX tab.

There is a Ruler Setting in the Project Properties tab.
