Does no one read the help file...? :)

"The Video Preview window displays the entire video frame, although most television monitors will not display all of this data. Choose Safe Areas to display borders around your video to represent the visible areas for action and titles. The outer border marks the area that will be visible on a television screen, and the inner border is the suggested area for titles.

Hope this helps

Also the safe area will vary from TV to TV even the same model and for sure brand to brand. So if something must be on screen better to error by moving it further in. Besides the safe area borders, take a look where the various network logos appear in the lower right hand corner of your TV during a broadcast. That's a good range to aim for.

still don't understand what are grid divisions?

Grid divisions are simply there for what ever you might like to use them for. I, personally, use them to see if I held the camcorder cockeyed. If it can be fixed, I find a vertical surface very near the center of the screen, go to Pan/Crop, and rotate the image until that vertical line very near the center is actually vertical and lined up with the grid.

The further away from the center, and the more wide-angle your lens, and the more vertical camcorder tilt you have, the more critical the vertical line be exactly center of your frame for this to work.

Other people use it to help make esthetic decisions about cropping. Rule of Thirds, that sort of stuff. I prefer to use a screen (.png) with true thirds divided off to the grid, but the grid works just fine.

The outer grid is the "Action Safe" area. All major action should be kept inside of this area.

The inner grid is the "Title Safe" area. All text should remain inside of this area. If you exceed this area, you risk your title not being seen on older TV's.
