"Save Markers..." - What does it actually do?

I think I've seen this problem addressed before, but I can't find pertinent threads with a search.

I'm rendering several segments to AVIs, which I want eventually to concatenate into one timeline to render to MPG for a DVD.

When I render a "partial" AVI and specify to Save Project Markers In Media File, the resulting AVI has not MARKERS, but something else... my marker names now exist at positions INSIDE OF the video and audio tracks, instead of ABOVE them where markers (and regions) belong.

Whatever these in-track thingies are, they apparently do NOT create chapter markers when I render to MPG -- which means, apparently, that I've lost all the work that went into setting what I thought would become DVD chapters.
Is there any way to get Vegas to actually save Markers as MARKERS when rendering to AVI; or is there a way of converting whatever those in-the-tracks things are, to Markers?
