Screeching Mp3s and static on M4as

I am experiencing screeching with Mp3 audio and static with M4a files. I'm using Vegas 18 Pro recently purchased and downloaded. Oddly enough this happens on my desktop computer but not my Surface Pro 7. Any help would be much apprieciated.

The same behavior has happened a lot recently in Sound Forge as well. See the MP3 SF forum search too.
