i have excalibre but it just makes handles. i still have to click each event and move the handles. I want to just choose a track and have volumes change by -16Db everywhere there is an event. can this be done with script?

That's exactly what the Voice Over Wizard does! It will reduce the volume on the "music" track everywhere you have a clip on the "narration" track. Take a look at the manual for the details on how it works.

Sorry to butt in but simply reducing the level of the music although a workable way to handle VOs isn't the ultimate way to do it.
If you're really serious you can oftenly get a better results by also Eq ing out those parts of the music spectrum that coincides with the voice. A lot more work for sure, just another idea to have in the arsenal.
