Sending DVDA files for another person to burn

I am working with a client that wants me to YouSend her the files so she can create the DVD. I used DVDA to prepare to a folder on my PC and I see the AUDIO_TS and VIDEO_TS folders, and SPREPARE.SPSS. I just tried using Vista burn to create a DVD but my player doesn't recognize it. When I compare my new disc with one burned from DVDA, the only visible difference is the DVDA disc has a desktop.ini file in the root, whereas my Vista burned disc only has the AUDIO_TS and VIDEO_TS folders.

Do I need to create and send to her a desktop.ini file along with the two TS folders? More specifically, what do I need to do for her to be able to create a readable DVD using my prepared folders and Vista (or Windows 7)?

I would create an ISO image. Instead burning to the burner, burn to ISO and send the image.

If I prepare a DVD in DVD-A, it can be burned in NERO and all I need is the Video TS file to do it. I think some burning programs still need both the Video & Audio TS folders. I have sent DVDs as DATA, with only the Video TS folders for others to burn, and they have no problem. By coincidence, they all use NERO to burn. So, I can't answer that it will work with all burning software. I can't see why they couldn't be sent over the internet too.
