It seems that there are two places where you need to enter CTRL-SHIFT-1 for Edit > Tools > Normal.
The first place you already took care of in the Global section. The second place is in TrackView. You will also need to enter CTRL-SHIFT-1 in that group for Edit > Tools > Normal. When you click the Add button, there will be duplicate shortcuts listed. This seems to be okay. Now when you press CTRL-SHIFT-1 the cursor should change to Normal whether the track has the focus or not.

I found this: The other situation you can assign CTRL-SHIFT-1 to is Edit > Tool > Trim (TrackView, TrackList, Global, Explorer). That seems to put the cursor back to the real Normal Edit Tool. So, Edit > Tool > Trim is the same as Edit > Tool > Normal.
Make sure Edit > Tool > Normal doesn't have the same shortcut as Edit > Tool > Trim. Otherwise, it won't work.
Don't have any shortcut for Edit > Tool > Normal. Instead, use CTRL-SHIFT-1 for Edit > Tool > Trim. It won't work if you have the same thing in Edit > Tool > Normal. Also, make sure you didn't select just Edit > Trim. You need Edit > Tool > Trim.
Then slide can be Ctrl-Shift-2, etc. After you press Ctrl-Shift-2, you'll see the icon change back from slide to Normal when you press Ctrl-Shift-1.
Just make sure to clear the shortcut from all sessions for Edit > Tool > Normal.
