Setting Transition Length

I want to be able to set all of my Crossfades to a particular length (e.g. 1 second or 25 frames).

Can I get Vegas to "Snap" the transitions at certain values?

Yes go to Editing>Preferences>Cut to overlap conversion. NOTE: The clips will also want to snap at whatever your grid spacing is set to under the options menu.
