severe banding in track motion

Upon finishing a DVD, I put it in my settop DVD player, and to my surprise, whenever I used track motion, and had two tracks, side by side (picture in picture), they both had severe banding/interlacing. The other parts (single track) of the project are just fine. The same thing showed up when I played it on my computer as well. I encoded it with all the standard / default settings to MPEG-2 except I used a constant bit rate of 8.0. The only thing I can think of that might cause this is there is a lot of motion in both scenes. I know how much the MPEG-2 algorithm hates motion, so could this be because my bit rate is not high enough? I'm really hesitant to go above 8.0, due to compatability issues with other DVD players. Is there anything technical I need to do with the MPEG-2 settings? Has anyone experienced this before? Any suggestions on how to fix or prevent this? Is there something else, I am totally overlooking? FWIW, I'm using V4 with 2.8 G P4, 1G Ram, 2 fast, 7200 rpm drives. Thanks for any suggestions!

Try applying Reduce Interlace Flicker to the clips that are being resized. I've had this problem before and it had nothing to do with the mpeg-2 encoding. Clips may llok fine on preview in Vegas but look dorrid after render. What I saw looks like interlace artifacts but they're much bigger than they shout be if that was the case.
