You can use Pan/Crop or Track Motion with keyframing size and position or - to make it easier - a plug-in like Vegasaur which offers a handheld camera function (which again uses Pan/Crop or Track Motion, but automates this for you).

but if you have / can get titler 1 (i think) it was adding few videofx as well, including "Film Camera" and there you had 'earthquare' or 'slight camera shake' as presets, but you could obviously adjust it to your liking

shoot a focus chart hand held, and keyframe the hand held motion, or motion track it. Then apply the keyframes to your footage.
