Skewed image

I just shot a video on an Android phone held sideways on a tripod. For whatever pilot error I committed, the video turned out to be framed as 2224x1080. I saved it to my computer, and it opens rotated 90 degrees clockwise from normal. If turn the image so peoples' heads are up, with either Pan/crop or track motion, and then change project properties to 1080x2224, makes the video smaller and blurry. How do I straighten this mess out?

Media Properties/Media tab and under Rotation drop down alter to 90 degrees clockwise or counterclockwise?

Right click on the video event on the timeline, select 'Properties'; from the window that opens, select the Media tab; The selectable 'Rotation' field is at the bottom of that window.
