There are a number of add-ons that allow you to create a photo-montage - I'll let the others here used to working with them supply that info. My preference is to use a tool like Photodex Proshow Producer (a slide show creation program) to create the slide show portion of what I am trying to do (it works very well) and export the show segments from there as uncompressed avi files which I then use Vegas to assemble, add more video, transitions etc and create the DVD (or other media) from there. Producer and Vegas make a couple of great tools in the tool chest. If you are going to be doing much slide show creation, I would give Proshow Producer serious consideration. It does not do well with video (although it does handle video clips), but it is great for creating the slideshow itself. I often tell people over in the Proshow Enthusiasts Forum (another great place) they should check out getting Vegas (or Vegas Movie Studio) for their toolbox for handling the video stuff. Vegas and Producer work well together.

The VAAST Ultimate add on is good for this. Slide show with pan & movement is instantly created, has many other tools in there also.

My favorite method for doing this is at

You can use Ultimate S as this does or use the montage tool in Production Assistant from Sony Creative Software, which is written by the same talented person.

Be sure to check out Excalibur and Montage Magic from Edward Troxel too.
Trial demos of all of the listed programs are available so try them and see which one fits your needs the best.
