Place your cursor at the right end of the clip so that the pointer changes into a little square with a horizontal double-headed arrow. Hold the Ctrl key down and stretch the end of the clip out to the right. This will slow it down as far as you want to stretch it, out to 0.25x (1/4 speed). You can also "squish" it to the left to speed it up to 4x.

Assuming you are using Video Factory, You can hold down the control key and drag out the desired frame. You will see zig zag lines stretch out as you drag the frame. After you get it as slow as you want, you can push the frame back to the size you had it (this time without holding down the control key).
