Slow Rendering Time

PC Specs:

i7 6700k, gtx 1060, 16 ram

So I record games with OBS at 60fps and 1080p. I use minimal video effects. Usually my render times are 30 minutes for 15 minutes of video. Today I was Rendering a normal recording with the same template as normal. It was 17 Minutes of video. The Approx Time for it to render out is 2 hours. Why? Thank you in advance!

Edit: So only 40% of my CPU is being utilized by Vegas. Why is that?

What version and build of Vegas? What encoder? What rendering settings?
