I have just got my Movie Studio 13.0.
I just testet with making a movie who is only about 4 minutes long.
I tried to make it in WMV format.

Estimated upload time is 01:12:30. Is that normal?
Template: PAL DV Widescreen (720x576; 25,000 fps)
Pixel aspect ratio: 1,4568 (PAL DV Widescreen)

Its the effects you have on the timeline, output settings, and CPU performance. Little else, really.

output settings

i.e. what bit rate?

Depending on a huge multitude of factors which you haven't told us, i'd expect anything between a minute and 10 hours to be "normal"

For a basic 16:9 HD media Edit with a few titles, no animations and straight jump-cuts or dissolves, my 2-core PC exhibits a Render factor of 5, - so a 4-minute vid would take 20 mins.
However, as others have said, if you incorporate lots of stuff, multiple vid-effects the time can really increase. However. SMS tends to over-estimate the Total time...probably because it looks at the first few frames and bases the Total on that. So, if you put all yr titles at the start, it "assumes" the same complexity exists throughout. It can only "really know" the time when it has done all the calculations, frame by frame.
.......That's probably no help as you don't have any "normally" - but at least you have some idea of what others achieve.

When I had some software issues in the past, I've used Static Titles ( one only! )- - -since every frame is the same, it should Render very quickly - if not, then look elsewhere, perhaps.
Good luck.
