Yeah, i noticed that same issue when testing the trial of this new Vitascene 4 plugin.... They however have now included some very impressive and modern transitions in this new version.
My dislike is based on working with VP14-17. The "new" plugin window might be fine for those who do not have additional plugins or not many of them, or they haven't used past versions of Vegas.
Favorites is a nice addition, but all the rest of the tabs in Video FX (except Third Party) refer to Vegas only. It's a fast easy way to access them for new users or VMS people, but I do think Vegas Pro users have to "adjust" to a feature that really (at least to me) offered not much improvement outside of the new addition, the Favorites tab. Third Party tab, I have this long list.
I have Boris Continuum Complete 2021, Sapphire, Ignite Pro and NBFX. When I clicked on the VideoFX tab in past versions, I was presented with folders, not a long list of individual plugins in alphabetical order with no relationship to the next one in line, except by chance.
I knew in VP17, if I clicked on the BCC 3D Objects, all the plugins in that folder related to the Title Studio plugin.
The same with BCC Key and Blend. Or Ignite Pro Lights & Flares, or any of the other additional plugins I have installed.
I have resorted to using the Plugin Manager, which has everything in folders, but there are times when in VP17, if you clicked on a plugin in the Video FX tab, you might get an animated thumbnail to give you a representation of what that plugin will do. There are no thumbnails in Plugin Manager. It's like using Event FX.
I had VMS16 installed on my computer. After looking at all the thumbnails without folders, it seemed "unorganized". I uninstalled it. The "new" way again, might be nice for someone new and/or someone coming from VMS, they are used to it, but for "me", I would much rather have an option to display Video FX like in VP17.
Side note: I have a friend who came into the Vegas "fold" with VP18 and Boris Continuum Complete 2021. To him, the way VP18 handles FX is ok, it was similar to his previous editor, until he saw how it was with VP17 from a screen shot I had. Now he understands my "why".

【3.】 When you install quite a few plugins, the filter can't display all groups.
【4.】 When you want to display some group, you need to uncheck all other groups one by one manually 【00:00-00:50】. After this, if you want to display all groups, you need to check all other groups one by one manually 【00:50-01:07】. It's very very painful.
【5.】 When you uncheck some groups in filter, there will be much blank space in the left window 【00:30-00:51】.
【6.】 When click and switch to other windows or softwares, the filter will not disappear automatically.
【7.】 Compared with Vegas 17's. In the plugin window of Vegas 17, you can rapidly view all preset thumbnails by pressing "↑" and "↓" key. But Vegas 18's can't.

I believe "2. Localized version bug" is fixed. Could you do a factory reset in VP18 (holding Shift + Ctlr at start)? The names comes from an old cached file.
You can change [HKEY_LOCAL_MACHINE\SOFTWARE\Sony Creative Software\VEGAS Pro\18.0\Lang] "ULangID"=dword:00000804 , to make VEGAS Pro localized, and copy this "高斯模糊" to search fx and test it.

For "me" the problem with the Filters in the Third Party tab is all the check marks you have to click, and you still do not know what is contained in those "folders".
@Former user That's because there's a space before "BCC+". That's the Boris FX naming problem.

@Reyfox@lan-mLMC Thanks, yep my first one is BCC+Ambient Light also, the slider must have been down just one fx in that pic, i thought i'd pushed it to the top though looking for the A's & yep found them after BCC+, i can see the name gap, I normally type in the search as scrolling is a bit long & i was scrolling past those 4 between BCC+ & BCC.
