Sonic Foundry installs its own DV codec. If you check this, it will always use their codec for Decoding as well as encoding. Otherwise, it will default to your default codec, usually Microsoft.
I started using it when I had some problems with the media pool. If I had a lot of clips it would crash when I tried to scroll through them in the media pool. After switching to the Sonic DV, that problem went away. There might be some other reasons, probably related to quality, but I can comment on those.
