Sony DV codec shows up in Main Concept H.264

Sony DV codec is in the list of capture codecs in MC H.264 Encoder.

Is this the same codec that Vegas uses and was not accessable in proir versions??????

No, it is not the same codec. I believe it is the same codec as what is part of DV Gate.
