It's undoable on Sony Vegas 17, use Magix Vegas Pro 17 instead.

Anyway it could be a tool like film damage or a built in VEGAS Fx like "film effects":

My VEGAS Pro 15 has the "film effects" Fx so you can add jitter, dust and scratches to it in 17 as well. You can darken/convert to B&W with other Fx.

There is a deal on VP 19 so you don't have to pirate old versions of the software.

You can notice it on top left side of the splash screen, in (Build ...)

It looks like it could be a Vignette FX that's been zoomed in and out using keyframing.

@leonardo-s, the point is that there is no such product as "Sony Vegas 17". Magix bought VEGAS at version 13 nearly a decade ago which is plenty of time to stop using the word "Sony" in relation to VEGAS. Versions 14 through 21 are all Magix products. So VEGAS Pro 17 is a Magix product. If you insist that it was from "sony" then it is likely a pirated version as was mentioned.
