If you start the Windows Task Manager (Control + Shift + Escape):

Is Vegas Running?

Not Responding?

Does it then complete loading the UI?

Hold down CTRL+SHIFT and then start Vegas. This will reset Vegas to its default settings. I am not sure if that works for Movie Studio too.
