Try this...

Find your Application Data folder ('C:\Users\\AppData\Roaming\Sony\File Templates' on Windows 7).

Rename the 'File Templates' folder to something else, like "File Templates OLD".

Restart Vegas.

See if that resolves the problem.

Also, you have to understand that just uninstalling Vegas doesn't completely remove everything. There may be some DLLs left behind, and almost certainly some Registry entries. Those would have to be removed manually and the PC rebooted before Vegas could be cleanly reinstalled.
