sound card delay in monitor

am running vegas audio 2.0 on a P3 933 Win2K and a Layla24. my old computer committed suicide by internal spark (frying all internal componants including my Layla PCI card). The old unit was Win98 P3 766 and never had any problems. the new computer/sound card has an almost half second delay to the headphone monitor (layla analog 7/8)compared to the stereo monitors (Layla analog 1/2). What gives?
HELP!

It's called "Latency" and it's due to any number of buffer or sync issues. Increase your buffer, it will most likely clear up.

okay, so I looked a little closer, and the headphone out actually PRECEDES the stereo out, and only when in record mode. when in playback they sync up fine. Will try increacing the buffer more. Thanks!
