Sound Effects are audio clips. Drag them to the timeline like any other media file and put them on an audio track. They'll show up wherever you place them.
The resolution of your picture is too low to read anything, but to me everything seems fine. You should have one sound fs or a chain of fx when you click the little green effects symbol on the audio effect.

Vegas Pro may allow you to drag Audio FX to the timeline but not in VMS.
Rather, on the audio track, click the Track FX... icon, by default (in VMS) Track Noise Gate, Track EQ and Track Compressor are active. To add an FX, click the Plug-In Chain icon at the top right of the Audo Track FX pane. Choose the one you want and click Add. Click OK when finished. Then in the Audio Track FX pane, select the FX you just added and adjust it the way you want.
