In Vegas Pro 20, speech-to-text and text-to-speech (as well as other Vegas Hub features) were only available with the subscription option, but not with a perpetual license purchase. If you have Vegas Pro by subscription, you'd likely have already upgraded to Vegas Pro 22. Speech-to-text (and vv) only became available for perpetual licenses with Vegas Pro 21 build 300.
