right click in the clip and select "insert/remove" velocity envelope. Then you can adjust the speed from -100 to 300 %. 0% freezes the frame.

Make sure to enable Resample -> right click on the clip/propierties/resample, you will get smooth slow motion as well as speed up the clip.

If you want to speed up the clip more than just three time go to the end of the clip, holt CONTROL and drag the end of the clip to the left. Then add a velocity envelope to adjust the speed again.

Another way to easily freeze, is to split the clip right where you want the freeze, ctrl-drag a copy of the second piece, paste it on the end and set the middle piece to 0% velocity.

actually, when i want to create a freeze frame of a picture, i take a snapshot of it, they place it on the timeline for whatever period i want it there.
a very unsophisticated approach, but it works for me
