I doubt you will find a free template.
Shouldnt be too hard to do though

Being a person who would rather have acid poured in my eyes than watch sports, i haven't seen the one you refer to. However, i've animated quite a few circles in my day. If i could see a sample of what you want i might be able to whip something up.

What you are talking about is an industry of graphics applications - the most notable supplier for TV and Post-producttion is Digital Juice. The offer these as travel mattes, transistion segments, etc.
You buy one you like, customize it, apply it to the Vegas Timeline in compositor mode and render out your sequence.

I know this is not exactly what you were looking for. (The Sports Center EFX has the animated circles applied horizontally underneath the player with Track Motion so that the circle follows the player similar to a video game.) But this is something that can be done relatively easily within Vegas without external plug-ins.

Thess videos were edited on-line at hudl.com. But something very similar can be done within Vegas.
