HDVSplit will do that for you. You can also use it to capture. It will create individual clips based on the timestamp, just like Vegas does for dv.

When capturing even Vegas does it. Just needs the right preference set in the capture tool.

I'm not sure I got it right.

WHen capturing DV there is a setting like "Split in chuncks of xxx MB" but I cannot find the option when capturing HDV. Where is that?

How does HVD-SLIPT split files? I have a long 1h clip - can it be split?

It is in the preferences menu of the HDV capture tool, "General" tab, last option there.
