Vegas has no control over what your record deck timecode will be.
If anyone knows different, please correct me.

You can easily set the timecode displayed by the timecode fX to anything you want. Is that what you want to do?

I think what he means is the Timecode being recorded on DV tape.

Only way: Use a professional DV deck which allows to manually set the start Timecode.

No. He's refering to the timecode recorded onto the tape when he does a PTT.

This is a common requirement for material for broadcast. I know of one requirement that program start is at 10:00:00:00. It makes sense when you think about it, otherwise the leader would have negative timecode.

If that's what he's worried about, don't the station will usually retime the tapes anyway. If it's for some other reason then on a pro deck you can restripe the TC. As far as I know though this cannot easily be done with DV as it doesn't have a real TC track.
