Been a lot of discussion the past year regarding this so you might want to search on "jitter"...

Have you "reduced the interlace flicker" on the JPEG events before rendering? That often helps. Another trick I learned with JPEGs is to render using a progressive scan.

2 other solutions also. Use a little Gaussian blur FX - I set it as low as it can go 0.001 or Median filter with light noise reduction setting. You will lose a little sharpness with these methods but it is way better than flickering pics.
