Regarding your question, the normal reason things do not seem work as expected is the Vegas keyframing, so this is what I suggest you check first. Keyframing is a great feature, but you need to be aware of how it works otherwise it can be quite confusing..

Basically, if you adjust the brightness/contract (or any other effect) of a clip, the changes will only take effect from the position of the timeline cursor, at which place a keyframe will be created. If you then move earlier in the clip than this point, it will look like there is no effect applied. The thing to do is to delete the keyframe that is right at the beginning of the clip, and then slide your new keyframe (with effects) to the beginning. The keyframed settings should then apply for the entire clip duration.

If this is not your problem, please let us know some more info about how you are applying the brighness/contract effects.
