Stutter on media bin preview only

Dont know if this is an old problem, did a search but couldnt find anything with the keywords/combos I used. (search engine sucks as we all know)

Selecting a clip in the media bin with either auto preview or manualy activating play the clip will play the about 400-500 frames into it it begins to stutter, both short video freeze with audio pauses as well.
display shows 29.97 playback.this then continues through out the length of the clip about every2-3 seconds.
Put the clip on the timeline and play it , it plays fine full frame rate.
now go back to media bin and preview ....plays fine.
select another clip ..stutter..place it in the timeline but do not play it and it will still stutter when previewing from media bin.
Tried all different ram setiings 16,32,64, 500. 1024 still the same.
Also media bin is set to details, no thumbs(tried different combos there too.

particulars are:
HDV 60i project
all CFDI inter clips
preview size set to 360x270 (small window)
video on internal dedicated SATA drive that has been defraged to insure continous files.
No A/V software running.

Media Pool/bin, Explorer, and Trimmer are all unbuffered which means that unless your system is totally optimized, stutter is normal from these preview locations.

ahh.......ok.....then....I... will work around....just seems ...like its... gotten worse lately....
Actually getting ready to build a new system, not that its so important to have but would having a dedicated Raid (raid 5 is what i was planning) drive, help this at all?
going AMD 4600 or 4800 system similar to J.R's specs on his website.
