stuttering effect

i'm trying to get a stuttering type of effect on a clip where it looks like the the playback is slightly choppy and the peoples movement looks robotic. both "median" & "min & max" appear to give this effect in preview but then when rendered the effect is gone. anyone know what effect i can use to get this look?

You could try adjusting the "Undersample Rate" for that event.
