Regions can't be applied to subtitles in Vegas 4 without a script, just like Vegas 5. You MIGHT be able to modify the subtitle export script for Vegas 5, but there is still one around for Vegas 4 that will allow you to export regions as text files. But you need DVDA 2 to open .sub files. Unless you're authoring with a DVD tool that will import .txt files.
My current book (Vegas 4) doesn't have any mention of anything that is for Vegas 5. New Vegas 5 book will be shipping soon enough, it covers this, plus the enclosed DVD has some examples

If it's half as helpful as the first book, snatch it up! I'm still learning things from the first book that I never knew were possible. If one relied solely on the Vegas "manual" they'd never realize the full potential of the product.
