Dunno if anyone else has created a 720p24 Blu-Ray, but here's a workflow I've developed (with some background info for context):
Spent this week working out a workflow for creating 720p24 Blu-Ray containing 30-40 individual video's and a "Play All" playlist (total runtime approx 75min). The video files are all RGB 24p PhotoJPEG's ranging from 720x405 to 1920x1080.
Here's the workflow I used that worked (tho if anyone has a tweak to improve the quality please lemme know):
1) Create new Vegas Project using "HDV 720-24p (1280x720, 23.976)" template
2) Import RGB 24p PhotoJPEG files
3) Insert Video Supersampling: set to 300%
4) Add CC to Video Output FX using "Computer RGB to Studio RGB" template
5) Batch render to QuickTime: MotionJPEG-A, Quality = 100%, Fields = 1
6) Open DVD-A and create a project with the following...
DVD-Architect Settings

Disc format: Blu-ray Disc
Target media: 25.00
Video format: AVC
Bit rate: 27.000 (Mbps)
Aspect ratio: 16.9
Resolution: 1280x720
Frame rate: 23.976 progressive

Render Progr: 3h55m

NOTES
Had no luck rendering "Architect-ready" files from Vegas. The "Burn Blu-Ray Disc" from timeline in Vegas looked not good (no 720p24 option in either AVC or MPEG-2). Following the advice of Perrone and others I chose to render YUV masters and let DVD-A do the conversion. Quality looks pretty good... gonna do a couple more tests just to make sure.
btw, 75 minutes of QT MJPEG 1280x720 YUV video took DVD-A about 4 hours to prepare... somewhat long but less than I expected. If Vegas could make a good 720p24 AVC file for Blu-Ray, I'd probably render ONE BIG 75 MIN FILE and use something like TSMuxer to generate a non-menu Blu-Ray. That'd save a lot of time. But there's no preset for this and time is running short for more tests.
