I have checked the Steam Store, Movie Studio 17 Platinum does not list Brazilian Portuguese as a supported, however Movie Studio 17 (Basic), does say that language is supported. This is apparently a mistake. We only recently started supporting Brazilian Portuguese in the Steam version of VEGAS Pro 18. I will check with the sales and marketing people on this and see if we can get the Brazilian Portuguese version made available for Steam on the next update of Movie Studio 17.
