I have not sync'd the two, but moving audio files with the TL/EDL for post audio is usually done with OMF or AAF export/import. Don't know about VP-11, but (annoyingly) all previous versions of Vegas do not support OMF, so a third-party converter is necessary like AATranslator or EDL convert.
I've not had much success with Vegas to/from other apps. with AAF. Though it 'should' work, it never does in most cases.

Alternately, right-click an event and choose 'Open' or 'Open copy.' .. which creates a second.take.
Pg102 shows how to open a file in one's favorite editor. By default SF, if installed.
Nothing to do with "syncing".. timelne/video and such (if that is what the OP means)

I meant pg 102 is the starting point. From there you have to use midi time code to do external sync. I didn't see a reason to regurgitate the whole users manual. But if need be go to the index and look under midi time code.
