Probably issues with interlacing. Use large and/or bold letters and fonts with thick solid lines. Small lines, especially horizontal ones, will result in the "shimmering" you see. Arial good, Times New Roman not so good. Alternatively, add your text to the photo in an imaging program and apply a slight blur to it. Not enough to obscure the words, just enough to smooth the lines out some.
