As I could see your PC has 2 GPU's: the Nvidia Geforce RTX 2080 and the Intel® UHD Graphics 630. That may not give any problem with Vegas programs (so also 15 or 20) Which drivers are installed for both ?. You can find that information in Control Panel/Device Manager/Display Adapters
I just tested VP 15 on my laptop (drivers in signature) and with MagixAVC (NVENC) also saw no render progress in the preview window. Same behavior in VP 19.648 and with MagixAVC Mainconcept too.
I don't know what changed either but driver seems likely.
Also tried V15 with two 4K clips (XAVCS) with overlap transition using Magix AVX (NVENC) and rendering is fine with window updating during render. (1080Ti GPU latest driver 526.98).

maybe because the GPU cards are different (I think)
