Maybe it's the software called "Sony" Vegas Pro it might not be possible.

The OP was clearly advised 6 months ago in https://www.vegascreativesoftware.info/us/forum/vegas-pro-is-very-slow-to-load-filter-packages-and-plugin-of-software--136419/ that Vegas Pro 15 was not a Sony product - yet here we go again. Maybe it is a purloined version that he's got.

And there's still no computer details or media details (etc) as requested in that previous thread.

In the "Internal" tab make sure you have set to "TRUE" in the name field "Show progress in Video Preview while rendering".

I already have the setting turned on to TRUE, but it always stays at the first frame. What else can it be?

As I could see your PC has 2 GPU's: the Nvidia Geforce RTX 2080 and the Intel® UHD Graphics 630.
That may not give any problem with Vegas programs (so also 15 or 20)
Which drivers are installed for both ?.
You can find that information in Control Panel/Device Manager/Display Adapters

I just tested VP 15 on my laptop (drivers in signature) and with MagixAVC (NVENC) also saw no render progress in the preview window. Same behavior in VP 19.648 and with MagixAVC Mainconcept too.

I don't know what changed either but driver seems likely.

Also tried V15 with two 4K clips (XAVCS) with overlap transition using Magix AVX (NVENC) and rendering is fine with window updating during render. (1080Ti GPU latest driver 526.98).

(Intel 3rd gen i5@4.1GHz, 32GB RAM, SSD, 1080Ti GPU, Windows 10) Not now used with Vegas.

maybe because the GPU cards are different (I think)

UPDATE: I tried disabling the GPU and the preview worked fine. The problem is the new drivers; either I downgrade or wait for the next update, right?

Yess, this drivers are given on some installations (most laptop) all kind of problems.

My solution is rolling back to driver nr 522.30

I find the solution with turning off GPU acceleration
