Time-stretch and Timecode?

Hi all

I'm looking for a video editing package that allows me to render my edited videos in either slow-motion or fast-motion, the speed of which being entirely configurable.
For example: Render video at say 93% of normal (7% reduction in speed).

Can VideoVegas do this kind of thing?

Yes, I'm curious about Timecode also since it mentions it in the Vigas docs.
