Does Vegas Studio off the ability to create an title card that doesnt look like just text superimposed over a clip? 3D or Motion effects? I want to make a title card for my videos that are up to modern expectations of professionalism but have nowhere to start from.

@KaseyW Vegas Movie Studio Platinum can't create 3D titling natively. However, you can get some decent animated effects using its Tiles & Text native plugin along with track motion and other native plugins.
