It's expensive but the soon to be released version of Boris RED 3 will support Vegas as a plugin. Boris RED appears to be able to create some serious title animation very quickly but the price is approximately $1500. I'm currently playing with the demo version of RED 2.5 to see what it's all about. I assume when version 3 is released they will offer a demo as well.

If you are qualified as an "academic" buyer, the prices are under $800. If not, they are running a discount for a while of ONLY about $1300.

It's not a "plugin", but it does have a very useful, stand-alone titler with it -- Title Deko is bundled with Pinnacle Studio version 8. And for the next few days you can buy it for only $19.99 ($69.99 with a $50 rebate) from the following link. I have no need for the Pinnacle editor, but I use Title Deko all the time ;-)

I received Title Deko as part of the package with my Pinnacle video capture card and Pinnacle Studio S/W. However, I was under the impression that it only ran as a plugin to Pinnacle Studio. I can't see how to run it otherwise. Do I have a nobbled version?

Do a search for "TitleDeko.exe" on your system...

I did. It runs OK but you can't save anything unless it's running in Pinnacle Studio 7, which I also then ran. I don't use Studio 7 - it just came free with the capture card. I'll probably just stick with what I can do with Vegas.

Pinnacle has Hollywood FX with a 3d title tool. I used is it in AE and render it out with the alpha channel to key it over the subject. pretty cool stuff and easy to use

I am not sure about the version with Pinnacle but in the install that I had/have you are asked what you want to install and one of the options is a stand alone. I use the Premiere Plug-in but I remember there was a list of options to install - listed a few NLEs for the plug-in and also the stand alone. If you picked just the plug-in you got a message to the effect of "You will not be able to run Title Deko by itself if you only choose to install as a plug-in." If you try and run the 'titleDeko.exe'/'td.exe' and you only installed the plug-in to whatever NLE you use you will get an error because the ".exe" links back to the plug-in, and vice versa.
